With a Degree in Law at Universidad Complutense de Madrid, he entered the Diplomatic Service in 1990. He has been technical counsellor at the Presidential Protocol Department, Consul General of Spain in Rosario, cultural counsellor at the Spanish Embassy in Bonn and Berlin (Germany) and Head of Secretary of State’s Cabinet for International Cooperation and Latin America. In 2001 he was appointed Head of Culture and Science Relations at the Spanish Agency for International Cooperation, Foreign Affairs Ministry.
Jesús Silva Fernández, until recently holding the position of Spanish ambassador in the Republic of Panama, was appointed chairman of INECO in 2014. Some of the international projects in which INECO is involved are: AVE La Mecca-Medina, expansion of the Kuwait airport, highways in both Brazil and México or a railway in Croatia.
INECO faces now the challenge of taking advantage of the strategic positioning implied in having Spain as a global referent in civil engineering.
